The New York Energy Research and Development Authority is hosting the State of the Science Workshop on Offshore Wind Energy. The State of the Science Workshop 2020 Cumulative Impacts to Wildlife will be in Rye Brook, NY on May 5-6, 2020. The workshop will identify key studies that could be conducted in the near future and will assess the knowledge of offshore wind development’s cumulative impacts on ecosystems and populations. February 13, 2020 BOEM releases Vineyard Wind project schedule
BOEM announced a revised schedule for the Vineyard Wind project. The Final EIS will now be November 13, 2020, and the Record of Decision will be on December 18, 2020.

February 11, 2020 Trump increases BOEM offshore wind budget
The 2021 budget of $189 million allocates $26.5 million to advance offshore wind development. BOEM’s leasing program will use the budget to continue offshore wind advocacy, while streamlining its review processes under NEPA.

January 30, 2020 First offshore wind energy project in federal waters to start May 2020
The Port of Virginia announced a lease agreement with Ørsted, a wind developer, for to make 40 acres available for vessels, materials for offshore wind construction, and turbine components beginning in May of 2020.

January 29, 2020 Massachusetts and Rhode Island Port Access Route Study: Notice of availability and request for comment
The draft Offshore Massachusetts and Rhode Island Port Access Route Study, by the First Coast Guard District in Boston and published in the Federal Register, is now available for comments. The aim of the study, conducted between March 26 – December 15, 2019, was to examine existing waterways and shipping route uses to enhance navigational safety of the area.

January 28, 2020 PETITION REGARDING OFFSHORE WIND PROCUREMENT Authorization for 2020 Procurement
NYSERDA filed a petition to initiate a regulatory proceeding seeking Commission authorization to issue a 2020 offshore wind solicitation. The petition addresses Governor Cuomo’s announcement in his 2020 State of the State Address, that in 2020, NYSERDA should issue its second solicitation for offshore wind facilities to yield at least an additional 1,000 megawatts of clean power.

January 28, 2020 NYSERDA's Petition to Procure At Least Another 1,000 MWs of Offshore Wind
NYSERDA filed a petition with the New York Public Service Commission to procure at least 1,000 MWs of offshore wind energy. The Commission could decide to authorize an even greater capacity depending upon several market variables.

January 27, 2020 Governor Phil Murphy, of New Jersey, released the state's Energy Master Plan. Within the Energy Plan is a proposal to develop 7,500 MW of offshore wind energy generation by 2035. The entire Energy Plan can be viewed here.

The Special Initiative on Offshore Wind and the American Wind Energy Association partnered to publish the new Offshore Wind Public Participation Guide. Which will help the public engage and share opinions in the existing federal feedback process for offshore wind development. The guide highlights opportunities for public participation in BOEM's regulatory process.
